OBJECTIVE: the project will enhance the cross-border governance capacity for local-scale natural events (snowfalls and avalanches) that may affect transport infrastructures (roads, railways) with impacts on the cross-border area between Lombardy and the Canton of Grisons. This will be achieved by strengthening cooperation between institutions, exchanging data across the border, and integrating the IT tools necessary to support decision-making for monitoring and managing such events.
DESCRIPTION: The CONPROVA project (CONfini a PROva di VAlanga – Avalanche-Resilient Borders) stems from a collaboration between the Lombardy Region and the Canton of Grisons, with the shared goal of addressing the growing impacts of climate change in the cross-border Alpine area. The increasing frequency and intensity of extreme weather events—particularly snowfall and avalanches with characteristics that differ from those of the past—have highlighted the need to overcome the limitations of current governance structures by promoting a new shared and resilient cross-border strategy.
Its main objectives include the creation of an interregional Italy–Switzerland monitoring and alert network, the exchange of data, and the joint training of operators, with the aim of improving prevention and emergency management while protecting the critical infrastructure of the Lombardy–Grisons area.
